Abstract
Статтю присвячено проблемам теорії та практики впливу громадянського суспільства на реформування державної служби та служби в органах місцевого самоврядування в Україні в 2014-2017 рр. Досліджено питання становлення та розвитку громадянського суспільства в Україні, а також визначено та систематизовано пріоритетні напрями впливу громадянського суспільства та його інститутів на реформування публічної служби в Україні. Зокрема, проаналізовано особливості впливу громадськості на формування вищого корпусу державної служби в Україні. The article is devoted to the problems of the theory and practice of the influence of civil society on the reform of the civil service and service in local self-government bodies in Ukraine in 2014-2017. The issues of the formation and development of civil society in Ukraine are studied, and the priority areas of influence of civil society are identified and systematized. Its institutes for reforming the public service in Ukraine. In particular, the peculiarities of public influence on the formation of a higher civil service corps in Ukraine are analyzed. The article states that civil society was established as an important part of the constitutional design and transformed from the political and legal idea into the phe-nomenon of social and political life after the regulation of the right to freedom of as-sociation, access of citizens to the administration of state affairs, as well as A positive attitude to their right to be elected and elected, including from political parties, in the first constitutions and declarations and voices about the rights in Europe and America at the end. XVIII-XIX centuries. Since then, legal historiography has traditionally be-gun counting the affirmation of the constitutional law of the civil society, the begin-nings of its interaction with the state and business on a parity basis. In fact, the Decla-ration of the Rights of Man and Citizen of France of 1789, which remains in force un-til now, in Article 15 stipulates that the society has the right to make sure that every public representative reports on his administrative activities. It is concluded that it is important to formulate and substantiate new goals, con-cepts and strategies for public service reform in Ukraine. As you know, the Strategy for Reforming the State Service and the Service in Local Self-Government Bodies in Ukraine for the period up to 2017, approved by the order of the Cabinet of Ministers of Ukraine dated March 18, 2015, No. 227-p, ends less than half a year. Not all of her tasks are implemented today. In particular, Ukraine has not yet seen the new Law on the Service in local self-government bodies in due time. But, the most important thing is that nowadays in Ukraine the necessity to formulate, with the participation of civil society and its institutes, the strategy of building a European public service is objectively imminent. Obviously, the justification of the goals, objectives and objectives of such a strategy is an important area for the work of lawyers.
