Abstract
The article deals with the consideration of the legislative understanding of the notion of civil service, an analysis of scientific positions of scientists on the clarification of the terminological understanding of the concept of "civil service" in the process of reforming the civil service system in Ukraine. The public service is considered broadly and narrowly from the point of view of the professional activities of those working in it, but this approach only reveals the professional side of the civil service, and not its understanding as a whole, because it does not take into account the tasks and social orientation of the civil service, as well Does not reveal its functional significance for society as a whole. The scientific positions of the scientist concerning the understanding of the civil service as a labor activity, as a political institution, which combines the fulfillment of the tasks of the state in a complex relation with human resources and social orientation in the activity of the state and as a separate social institute, as well as on the basis of the research, formulated their own understanding The notion of civil service.
