Abstract

The management of water resources is relevant theme, not only for human supply but also for the structural development of a country. Given the contemporary scenario, about the availability of water in some regions of Brazil and in the world, we can say we are faced with a moment of water insecurity, which makes the groundwater a strategic reserve of supply. This study aimed to outline the current scenario of the management of groundwater resources and analyze its situation in the state of Maranhão. It was verified that after thirteen years of implementation of the Water Resources State Policy, only three of its eleven instruments are implemented: the Grant of Right to Use Water Resources, the State Register of Users of Water Resources, and the State Fund of Water Resources, which still have some fragilities. It can be said that the state of Maranhão has encountered difficulties in implementing the instruments of the water resources policy, constituting an obstacle to the management of groundwater; however, it can be verified significant advances that may contribute to the implementation of the other instruments. The strengthening of water resources management involves the consolidation of state infrastructure, greater empowerment of counties, more effective participation of the federal government and society in the management of groundwater.
