PARLIAMENTARY CONTROL OF THE EUROPEAN SECURITY AND DEFENCE POLICY

Abstract

European Council meeting at Köln in 1999 marked the beginning of the European Security and Defence Policy (ESDP) crystallization. The development of such a dimension at European scale carries many implications in what concerns the democratic legitimacy of the actions taken within this framework. Our approach argues that EU’s democratic deficit is amplified by the way in which ESDP is adopted and put into practice. This policy’s legitimacy degree has been the theme of numerous debates. European Defence and Security Policy needs to find a democratic legislative frame to function within, because ESDP actually refers to “command, obedience and secrecy and the military logic is very different from the public and deliberative decision/ making that characterizes the democracies”.
