Participatory component of decentralization processes (review of K.E. Ischejkin's monograph "Political and legal principles of the budget for participation in the system of democratic practices: world experience and Ukraine")

Abstract

Recently, a number of important reforms have been launched in Ukraine: medical, pension, educational, decentralization and others. However, efforts to transfer a number of powers of state authorities to the level of local self-government have already begun to produce significant results, first of all, in increasing local budgets. In doing so, that not all local governments, which have always complained about underfunding, are ready to dispose of such funds. That is why the problem of proper use of financial resources is especially urgent for them, which is impossible without interaction with residents, in particular in the form of participation budget, which is becoming popular all over the world. Although in Ukraine, a number of works are devoted to the study of mechanisms of citizen participation in political processes, trengthening of the system of local self-government, the study of the use of instruments of direct democracy (referendums, public initiatives and public hearings), but the public budget phenomenon before the publication of K.E. Ischeykina was not the subject of a thorough political science study.
