Passive defense: Measuring and evaluating urban vulnerability with resilience approach

Abstract

Comprehensive passive defense document as a solution and pathway is provided to various urban management organizations. The purpose of the present research is to measure the level of urban safety based on the principles of passive defense, urban leveling based on the degree of vulnerability, the urban infrastructure dispersal pattern and important decision-making organizations in the city. The type of research is in terms of its purpose. The study is based on the urban environment, which has been used to measure the vulnerability of the city during the onset of war by using spatial indices influencing safety. Firstly, the urban criteria and sub-criteria have been compared and rated using the ANP model in the Super Decisions software environment. Then, the importance coefficient of each of the main criteria is measured using the AHP model and in the Expert selection software. After assessing criteria and sub-criteria, the distance from the criteria that is close to or close to them, or the density and dispersion of them is important in the Arc GIS software environment, and after these processes, the urban environment in terms of vulnerability in the six floors (vulnerability Very high, high, moderate, relatively low, low and very low) is distinguished.
