PEASANT COMMITTEES FOR MUTUAL AID IN VOLYN IN 20s OF THE XXth CENTURY

Abstract

In the article, on the basis of the latest research and archival sources, the problems and results of the activities of peasant organizations for mutual aid in Volyn in 1920s, the attitude of the peasantry and the government towards them are analyzed. Peasant committees for mutual aid in Volyn were created from December 1921. They performed important functions in the social sphere, supported various groups of peasants (especially the poor) in the crisis years. The activity of the peasant mutual aid committees in Volyn in the first half of 1920s was ineffective. The reasons for this were the financial problems of the state, the difficult situation of many peasant households, the distrust of the peasants in these organizations, and much more. In 1922, peasant mutual aid committees were organized spontaneously in Volyn. Their members did not know their duties. Since 1924, committees functioned on the basis of the collective voluntary membership. These organizations were created by the Soviet power not only for the needs of the poor peasants, but also to solve class and ideological tasks. In 1925, the new charter was adopted on the activities of the peasant mutual aid committees. Only in the second half of 1920s, they were able to organize their work and have positive results of their activities. Elections to these organizations were often formal, under the control of the authorities. The Soviet power sought to unite the poor and middle peasant farms in the peasant mutual aid committees. The state increased aid to these organizations, but the improvement in the state of the peasant farms led to a change in the psychology of the peasants. This was not good for the ruling regime. The ruling party also used their activities for the further collectivization of the peasant farms. These organizations were reorganized in the early of 1930s.
