PECULIARITIES OF FORMING, IMPLEMENTATION AND EVALUATION OF EFFICIENCY OF THE CLUSTER PROJECT

Abstract
In the article peculiarities of forming, and evaluation of efficiency of the cluster project The relevance of the chosen topic is explained by the need to use an integrated approach to the financing of scientific research and cluster projects, the implementation of which would effectively solve complex interdisciplinary problems in the Russian economy. The purpose of the study is to analyze the features of the formation, implementation and evaluation of the effectiveness of the cluster project. The authors considered the concept of a cluster project, outlined the ISSN 2311-3413 ▪ Економiка і Фiнанси ▪ Economics and Finance ▪ 2017 ▪ № 9 6 distinctive features of cluster projects based on different types of clusters. The importance of the use of the project approach in resolving the issues of promoting the development of clusters and preventing the risks of inefficient implementation of cluster policy is substantiated. The types and features of cluster projects at different stages of the existence of clusters are considered.It is shown that in modern highly competitive environment the only way to obtain economic profit is planned innovative policy, expressed primarily in the formation and implementation of cluster innovative projects, the implementation of which leads to an increase in value added and increases the level of development of the cluster as a whole. The expediency of applying the value-added indicator to evaluate the effectiveness of an innovative cluster project is substantiated.
