PENALTY POINTS AS INSTRUMENT OF PROVIDING OF SAFETY OF TRAVELLING MOTION IS IN UKRAINE AND GEORGIA: COMPARATIVE ASPECT

Abstract
The article is sanctified to research of features of introduction to Ukraine of the system of penalty points as a new type of administrative penalty. The analysis of modern positive and negative tendencies of application of penalty points is done in Ukraine as compared to experience of Georgia. Done suggestion on efficiency of the use of the system of penalty points as an effective instrument in the increase of safety of travelling motion in accordance with European practice on a fight against offenders in this sphere.
