Performance evaluation model for cleaning services association

Abstract
Human talent management has gained relevance due to its impact on organizational productivity. Evaluating employee performance is essential for implementing actions that promote human development through work. This study focused on addressing critical issues such as high staff turnover, low motivation, and the lack of a structured evaluation system, factors that negatively affect both productivity and service quality. The study employed a mixed approach with qualitative and quantitative methods, including surveys and interviews with employees and managers. The results showed that the Operational Staff scored low in terms of clarity of expectations (2.6) and access to resources (1.8), highlighting the urgent need to improve communication and resource distribution to optimize their work. A low quality of work was also observed in this group, with an average score between 1 and 2 out of 5, indicating the need for more frequent training and a recognition system that motivates employees and improves their performance. The proposal is presented to evaluate job performance in the EffectiveCleaning Cleaning Services Association, which was validated to be implemented in 2025. The model includes key components such as clarity of expectations, recognition, professional development and alignment with the organizational mission
