Place of complex fenomenon “public order maintenance” in policing

Abstract
In the article scientific approaches to the complex nature of the phenomenon of "ensuring public order." The analysis of the legal concept of public order legislation in other countries.The features of the National Police in Ukraine to ensure public order. Determined that the police activity is the social purpose of the National Police pursue a fair balance between ensuring public order and ensuring the rights and freedoms of man and citizen established by the Constitution of Ukraine. So police activities to ensure public order, a specific link in the national system to ensure public order. In this respect, in designated area of activity is directed mainly to the organization and implementation of measures aimed at strengthening public order in public places and prevent failures. The need for change of emphasis between the public authorities and the National Police determines the need for strengthening these activities through preventive and educational role of the police, not punitive. In this case, the evaluation criteria such activities will be the state of law in designated areas and levels of public confidence that her living and working.
