Planning of the expenditure part of local budgets as an instrument of socio-economic development of the territory

Abstract
In the article i`ve reviewed approaches to the definition of the budget planning as a financial management’s instrument aimed at forming the local budgets’ indicators and realized with setting as the next as the prospective period’s budget goals.
