PLANNING ROLE IN THE AGRICULTURAL PROPERTIES MANAGEMENT

Abstract
Introduction. The planning in the system of social and economic development of the country allows to provide a number of organizational, managerial, regulatory and controlling functions in the process of production and economic activity, optimization of the allocation of resources in the context of the realization of certain goals, forming the integrity of the economic category and certifying its own uniqueness in the structure of the mechanism of regulation of the country's economy. The practice of managing the agrarian enterprises of our country suggests a false ignoring in recent years, or only a partial incorporation of the planning institute in the reformation of the organizational and economic principles of the agrarian sector, which induces to study its role in the agricultural land management system. Methods. The research has been carried out on the basis of the analysis of the data of the regulatory, legal and statistical base, as well as the study of scientific and theoretical material in the area of identifying the role of the planning process in the agricultural land management system. Results. The role of planning in the agricultural land management system has been investigated. The elements of interaction have been determined and a number of differences in the planning and forecasting of rational use of agricultural land have been identified. The list of land management works in the agricultural land management system with their implementation in three stages has been proposed: forecasting, planning and designing. It has been revealed that planning can be considered as an instrument for realization of land policy and development of land use in the country, as well as the coordination of state and regional priorities with public interests in the management of agricultural land and their protection, the territorial organization of agrarian production and use of natural resources. Discussion. The implementation of proposals for adherence to the principles of planning in the management of agricultural land would form the basis for achieving the corresponding economic effect through balanced use of land resources, prevention of their abandonment from agricultural circulation, development of rural infrastructure, overcoming organizational and territorial, land and legal constraints that produce barriers to increasing investment flows and the rational management of agricultural land.
