POLICE TRAINING AS PART OF LAW ENFORCEMENT EDUCATION SYSTEM REFORMING IN UKRAINE IN ACCORDANCE TO EUROPEAN STANDARDS

Abstract

Issues of Ukrainian law enforcement higher educational establishments transformation compared to current European models and concepts of police staff training are studied. While determining the purpose of police education the most disputable is the duration and intensity of the course (full higher education or experts for specific policing areas). It must be noted that the police training system in Schengen states has its differences and can be marked with absence of single – unified – approach due to broad spectrum of teaching and methodological concepts. Foreign experience and best practices concerning law enforcement education may become the ideological platform in the course of Ukrainian reforms. However, general tendency to overestimate the practical value of international experience is not backed by any sufficient arguments mostly because of growing ignorance to specificity of national mentality and background, achievements and established traditions. It is argued that police training curricula created on the basis of standardized legal education programs (Bachelor and Master) are considered to be the property of MIA of Ukraine. Therefore, during the development of Concept for Legal Higher Education Improvement in Accordance to EU Standards (professional training) special attention should be paid to law schools with specific education terms keeping in mind that one of the key tasks for police staff is to protect rights and freedoms of citizens, restoring the balance between interests of society and state.
