The Russia’s administration applies at first time a strategy of using public communication as a means of shaping public opinion and therefore tolerance mechanism of government policy in the «Polish question». Resorting to the technology of transformation the Poles into internal enemies of the Motherland and updating the patriotic sentiments of the public, St. Petersburg formed a favorable environment for the implementation of government programs of definitive integration of the western regions into imperial space and destroy the remnants of the sovereignty of the Kingdom of Poland after suppression of Insurrection of 1863-1864. As a result of this policy social movement aimed at preserving the national and socio-cultural identity of the Poles in the Russian Empire, was outside the legal public activity that adversely affected the Polish nation-building processes of the modern era
