Polityka narodowościowa władz polskich względem emigracji i mniejszości rosyjskiej w latach 1926–1935 – wybór dokumentów

Abstract

In this edition, source documents concerning the little-known, inter-war Polish government’s policy towards the Russian minority and its immigrants in the years 1926–1935 are presented. This period was characterized by an increase in the activity of Russian organizations, connected to (among other factors) Piłsudski’s followers taking power and pursuing a much more active policy than their predecessors towards Russians. The introduction attempts to present the most important aspects of this policy, placing the source documents in a wider historical context. The selection of documents from the Archive of Modern Records (Archiwum Akt Nowych) was guided by a desire to present, in a cross-sectional manner, the most significant issues pertaining to the activites and history of the Russian diaspora in Poland, as well as typical problems faced by the Polish state in its relations with the Russian minority. The selection is limited to documents issued by the Ministry of Internal Affairs and the Office of Polesie Voivodeship in Brest. Cooperation between Russians and the Second Department of the Polish General Staff was omitted due to the subject’s extensive nature and the neccesity of conducting a search query of the Central Military Archive – a subject that requires a seperate article, solely focussed on military matters. This edition contains documents concerning the Conference of the Association of Russian Minority Organizations (Zjazd Związku Rosyjskich Organizacji Mniejszościowych), Russian political activities, problems generated by the presence of Russian inhabitants in Poland’s Eastern voivodeships, as well as the different methods of various ministries and military departments in their respective approaches to the Russian issue.
