Prawne aspekty autonomii regionalnej w Hiszpanii

Abstract
Doświadczenia autonomii regionalnej w Hiszpanii zachęcają do dokonywania diagnozy dotychcza-sowych przemian ustrojowych, jak również wskazania możliwych scenariuszy rozwoju związanych z prawnoustrojową przyszłością państwa. W prezentowanym artykule zdefiniowane zostało poję-cie autonomii regionalnej, w tym z ukazaniem różnic między regionem autonomicznym a regio-nem samorządowym oraz państw europejskich z powszechną autonomią regionalną i autonomią na zasadzie wyjątku. Ponadto określono prawnoustrojowe podstawy działania hiszpańskich wspól-not autonomicznych i wynikające z nich problemy, a także perspektywy rozwoju w kontekście spe-cyficznych działań Katalonii i Kraju Basków (szczególnych postanowień statutów autonomicznych, organizacji nielegalnych referendów niepodległościowych). Tendencje separatystyczne w niektórych hiszpańskich regionach pokazują różne ułomności autonomii regionalnej, potęgują również pytania o trwałość tej koncepcji ustrojowej i stałość odnoszącej się do niej konstrukcji prawnej.
