ПРИЧИНИ ТА УМОВИ ВЧИНЕННЯ ЗЛОЧИНІВ ВНУТРІШНЬО ПЕРЕМІЩЕНИМИ ОСОБАМИ

Abstract
У статті здійснено кримінологічну характеристику причин та умов, що обумовлюють вчинення злочинів внутрішньо переміщеними особами та сформульовано на цій основі пропозиції щодо усунення деяких з них, з метою зниження кількості вчинюваних злочинів. This article is provided criminological characteristics of causes and conditions that lead to crimes of internally displaced persons and formulated on this basis, proposals to eliminate some of them, to reduce the number of crimes exerted. Indicated that criminological theory and practice of law enforcement confirmed that the dynamics and structure of modern criminality determine not only traditional, long studied by experts causes and conditions of this negative social phenomenon, but also specific criminogenic factors caused by various crises and processes generated by the new complex social -economic and domestic political realities, which ended in Ukrainian society. Annexation of Crimea in March 2014 and armed conflict that began in eastern Ukraine in April 2014, resulted in massive displacement of civilians both inside the country and abroad. As of June 2016 in Ukraine there are about 1.8 million internally displaced persons. The settlers forced to leave conflict areas covered Donetsk and Lugansk regions by strengthening fierce fighting and suspension of public services. Causes of displacement from the eastern regions of Ukraine, as reported by IDPs are safety issues (attacks, including artillery) and (or) humanitarian consequences of the conflict (lack of water, food, medicine). Against the backdrop of the socio-economic, political, ideological and ethnic contradictions that exist in today's society, the problems that inevitably arise in the relocation of internally displaced persons, often resulting in conflict situations that usually are illegal way to solve. In this important role played by the success of the adaptation process internally displaced persons in the new conditions and specific life situations in which people find themselves listed. It's no secret that Ukraine is going through a difficult transitional period of historical development. There are many reasons rooted and crimes committed internally displaced persons. These reasons caused the crisis contradictions nature unfavorable impact of socio-economic factors, volatility and imbalances of economic processes, political instability, and above all military operations in the east. There are not yet fully resolved the economic crisis the consumer market, the decline in production. Continued price increases, reducing the living standards of the majority population, an increase in unemployment. All this gives rise to social conflicts, causes disorientation, demoralization and exclusion of our fellow citizens.
