ПРИНЦИП СПРАВЕДЛИВОСТІ ЯК КЕРІВНИЙ ФАКТОР ФОРМУВАННЯ ТАРИФНОЇ ПОЛІТИКИ У ЖИТЛОВО-КОМУНАЛЬНІЙ СФЕРІ

Abstract
The article deals with the current state of the state tariff policy in the field of housing and communal services and noted the important role in its formation of the principle of justice. The problems of realization of the principle of justice in the tariff policy of the state in the sphere of housing and communal services are outlined. It is substantiated that housing and communal services are aimed at satisfying the basic needs of the population and are vital for life support. It is proved that the study of justice as a defining state-building principle, its role in shaping the tariff policy of the state in the field of housing and communal services is complex. It is substantiated that the features of housing and communal services as an industry, as well as their specific pricing, determine the combination of cost and market mechanisms of tariff formation. It is revealed that the growth of prices and tariffs for utilities is due to the low efficiency of the activity of enterprises in the housing and communal services sector, their unreasonableness and the inability to reach the level of self-sufficiency. It is proved that as a result of economic activity at tariffs below the economically justified costs of their production, enterprises do not receive income, which leads to incurred excessive (ineffective) costs and loss-making.
