PRINCIPLES OF FINANCIAL REGULATION OF PROCESS OF KNOWLEDGE GENERATION IN THE CONDITIONS OF EURO INTEGRATION

Abstract
The article substantiates the fundamentals of financial regulation of the knowledge generation process in the economy of Ukraine. The role of the knowledge generation process and its features is determined. The problems of financing higher education are considered, the dynamics of expenditures of state and local budgets for higher education is analyzed. Financial regulatory instruments and stimulation of scientific and technical activities are revealed. A comparison of European practices in financing science development and the prospects for their application in Ukraine has been compared. The concept of the “knowledge triangle”, the importance of international student exchange programs and the development of academic mobility are considered. The expediency of using budget and tax instruments to stimulate knowledge generation in Ukraine is substantiated.
