PRIORITIES OF FINANCIAL DECENTRALIZATION FOR PROMOTING SUSTAINABLE DEVELOPMENT OF TERRITORIAL COMMUNITIES OF UKRAINE

Abstract
The article highlights the process of financial decentralization in Ukraine. The significance of financial decentralization is revealed, in particular, that it allows balancing the mechanisms of providing public services with the needs and preferences of local communities and inhabitants. The analysis of the impact of financial decentralization in Ukraine on the results of socio-economic development of regions based on the results of the implementation of local budgets and budgets of the united territorial communities has been carried out. The assessment of the main risks for financial decentralization was made, recommendations were made for solution of problem issues, and the possibility of using the experience of foreign countries in the implementation of the reform of financial decentralization was substantiated.
