PRIORITY DIRECTIONS OF ENSURING ECONOMIC SECURITY OF UKRAINE

Abstract

Economic security is a separate area of public-political and managerial-administrative activity of the state apparatus, and therefore it should be clearly understood that such a system work, despite the permanent, one way or another needs to be prioritized, the scope of implementation and the main trends. The study of the economic security of the state their work dedicated to such scientists as V.P. Gorbulin, V.A. Lipkan, G.A. Pasternak-Taranushenko and others. The main directions of state policy in the sphere of ensuring economic security are influenced by a number of factors, and therefore, determining its priorities, it is advisable to first come to an understanding of the key initial conditions for its implementation. These conditions are: 1) European trends in foreign policy of Ukraine; 2) globalization trends in worldwide economic and trade processes; 3) globalization of financial market and financial flows; 4) a global trend towards the liberalization and international trade rules; 5) the increased transparency and monitoring of financial transactions at the international level. The Priority directions of ensuring economic security of Ukraine, in our opinion, are: 1) optimization of the national legal provision of economic security at the micro, meso, macro levels and harmonization with EU standards; 2) optimization of state and regional economic policy, harmonization of programmes of economic development; 3) continuation and further completion of the administrative reform and the reform of local self-government bodies with the aim to increase the economic viability of individual communities and regions; 4) improving the effectiveness of the system of counteraction to economic crimes and financial crimes; 5) stimulating of investment activity and attractiveness of the economic system of the state and regions; 6) diversification of the system of international economic relations of Ukraine; 7) encourage the creation of new forms of economic relations; 8) development of effective regulation mechanisms of circulation and cryptocurrency usage; 9) increasing the effectiveness of the system of monitoring and control of the economic sector; 10) stepping up the fight against the shadow economy. Generally, it should be noted that the system of economic security of the state should not be a monolithic object of governance. The existence of an extensive economic system objectifies the differentiation and heterogeneity of the components of the system of economic security. Therefore, the complex process is its provision, and the areas of optimization and efficiency increase cover a multitude of related, sometimes unrelated, segments and sectors. This is due to the complexity, but the need to choose a single government body, which would ensure not control, but coordination in the system of government institutions whose task is to ensure economic security.
