PRIORITY OF SOCIAL SERVICES IN LOCAL EXPENDITURES PLANNING

Abstract
The article deals with the main theoretical and methodological aspects of planning of the expenditure part of local budgets. The grounds for determining the priority of public services are also identified. The definition of the concept of “public services” is proposed. The need to manage the social sphere in modern conditions is emphasized. The essence of the planning of local expenditures as an instrument of socio-economic development of territories is disclosed.
