Problematic issues of the development of a national strategy for the development of the information sphere of a country with an economy in transition

Abstract
The analysis of problematic issues in the development of a national strategy for the development of the information sphere in a country with an economy in transition was proposed, and a "framework" method for justifying, monitoring and adjusting the national strategy for information development in a country with an economy in transition was developed. It includes: the identification of the specifics of the country’s current economic and information development; definition of priority directions for the state ICT policy; list of "available" priorities for the country, given its economic level; rationale for the variant of the national strategy of the chosen type – "economic", "political" or complex – according to the list of "priorities" available for the country. All stages of the strategy for the development of the information sphere in Ukraine have been analyzed.
