PROBLEMS AND WAYS OF UNIFYING OF INFORMATION ABOUT RESTRICTION ZONES FOR THEIR REGISTRATION IN LAND AND URBAN CADASTER

Abstract
The basis of the registration process for restrictions and encumbrances of land is the concept of joint integration of geospatial data from different types of urban planning and land documents. According to current legislation these documents are developed on paper and electronic formats on the updated cartographic base in digital form, as a set of core geospatial data in the State Geodetic System coordinates USC-2000 and uniform system of classification and coding of objects. Geospatial datasets of land zone restrictions and encumbrances, in terms of content, are interdepartmental categories since the mechanisms for land use regulating are defined in relevant profile legal documents for each type of functional purpose. Due to the fact that the functions of registration and monitoring of land use rights mainly belong to the tasks of the State Land Cadastre (SLC) and Urban Planning Cadastre (UPC) the research of ways to unify information about restricted areas SLC systems and UPC is important. The goal of the paper is to determine the types of heterogeneous sets of geospatial data land use zone restrictions and encumbrances to achieve their interoperability to implement functions of registration in systems of land and urban planning cadastres. The integration process hinders heterogeneity of data sources at the relevant levels of integration. From the viewpoint of geographical reference model of information systematization in the GIS interoperability can be achieved by overcoming the heterogeneity observed in the different systems of production and use of geospatial data. According to ISO 19101:1 standardization in the field of information is aimed at overcoming the four types of heterogeneity, systematic, syntactic, structural and semantic. Semantic heterogeneity refers to differences in definition of objects, their attributes and linkages, and relationships in various applications that make it impossible to integrate information from different sources. In registration systems of the restricted areas semantic heterogeneity of data is caused by the uncertainty of key concepts in current regulations. Formation of geospatial data sets restrictions zone requires, firstly, the technological requirements creating of the electronic registry forming mode facilities, urban areas and territorial restrictions at the state level. Harmonization of terms and definitions of the system is possible due to the implementation of the unified system of classification and coding of objects for UPC and SLC based on legal documents database.
