PROBLEMS IN THE FUNCTIONING OF STATE EMPLOYMENT SERVICE OF UKRAINE

Abstract
In modern conditions of the economy development of the state, the questions regarding the solution of problems employing unemployed citizen of Ukraine gain special attention. Ineffective functioning of Public Employment Service in the field of realizing the tasks of state policyis one of the problems of employment, level of unemployment, balance of demand, and labor supply.The purpose of the article is to study activity of Public Employment Service; to observe changes in the demand of the required professions in all regions of the country; to research dynamics of correlations between unemployment and vacancies in various regions over the last years; analysis of labor demand and supply, modern state of social policy regarding employment of population in general. The problem is actual because employment is a general economic category influencing social-economic state of the country and well-being of the population. The article studies current state of the activity of Public Employment Service of Ukraine, in particular, the problems of its functioning. Negative factors influencing effectiveness of the realization of tasks of employing citizens of Ukraine. The dynamics of correlations between the unemployment and vacancies in various regions of Ukraine are studied. The situations of demand and supply of labor are analyzed. The number of applicants for one vacancy by the qualification of the employers of all branches is analyzed. It is proved that state policy in the field of the population employment is unproductive according to the statistical data for the few past years. The situation in the field of unemployment in Ukraine is compared with the world practice, including the ways for the problems solution. The measures for the improvement of effective running of Employment services are suggested: e.g. the agreement between all levels of employment servicesand private enterprises can solve the problems of unemployed.
