PROBLEMS OF CHOICE OF SPECIAL FUNDS OF INNOVATIVE ENTERPRISE FINANCING

Abstract
A problem statement. In today's conditions of integration into the global economy in Ukraine there is an urgent need for the development of innovative entrepreneurship to expand the boundaries of the market. To deepen economic ties with the EU the question arises promote effective and productive for small and medium enterprises, identify factors influencing the acceleration of reforms, including the search for special types of financing start-ups, including through credit. The goal is to develop approaches and practical recommendations to substantiate the choice of special types and the risk of financing innovative business. Analysis of research and publications. The issue of formation and development of innovative business forms the subject of many recent studies of scientists: K.Hirzheva, V.Patlys, A.Dub, O.Kornuh etc. and methodical NTU "KPI" and the SSU. The main text. The article was analyzed the main issues of creation and financing of innovative entrepreneurship. The general development of entrepreneurship in Ukraine and Poland and the restrictions on the volume of bank lending in Ukraine was outlined. The primary sources of financing are considered, their analysis and choice on the proposed criteria on the basis of decision support system was made. Priority of insurance has been established to reduce the risk of start-ups financing. Conclusions: At the state level, it is expedient to introduce a long-term program for the development of innovation business financing with a choice of funding sources. Comparison of possible sources of funding innovative businesses Ukraine and Poland, in particular, the volume of bank loans in the dynamics showed that Ukraine needs financial support special programs for innovative entrepreneurship. Other countries use various platforms financial support for innovative business, modern elements each of which can be used in Ukraine in view of its conditions. To choose the best way of financing and method of reducing his risk for start-ups apply modern software Decision Making Helper using information techniques, the criteria of expert assessment and conducted an experiment that showed that the most appropriate method of financing is the use of venture funds, the prevalence of which must and the method of reducing the financing risks is the use of insurance (reinsurance), which is not yet widely used in both Ukraine and Poland.
