Abstract
Pivotal issue of territory for the coastal regions of the country is the rational economic use of coastal areas, which some researchers have referred to as Coastal. The primary means of achieving sustainable development of coastal regions, environmental improvement is functional zoning laws with regard to natural and economic stepping-up, factor compatibility features national and regional priorities for economic development.
