PROBLEMS OF PREVENTION AGAINST STREET CHILDREN IN THE CONDITIONS OF BUILDING OF CIVIL SOCIETY IN UKRAINE

Abstract
The article deals with the concept of «homelessness»; analyzes the causes, negative consequences of homelessness, the current state of the problem; It concludes that the problem of homeless children are a reflection of the political, economic and socio-cultural prortivorechy transitional stage of development of the Ukrainian society; the ways of its prevention in building civil society in Ukraine. Distribution of homelessness in our country makes it necessary to develop and implement effective programs to prevent and overcome this negative social phenomenon. One of the prerequisites is the study and consideration of the various causes and negative social consequences which leads the spread of homelessness. The reasons for the emergence and spread of this phenomenon is multifaceted. They are complex, due to the system of legal and socio-political conditions of functioning of the state, the state of public morality, the position of the family institution in society. All causes of homelessness in its concrete manifestation may be different, and sometimes opposite, and in different societies. By their nature, they are reduced to the subjective and objective contradictions of social development, which violate the interaction of the individual with the social environment, and lead to the behaviors of individuals (or activities of social groups), which are not coordinated with the existing regulatory system. The conditions of formation and development of the democratic rule of law, building a civil society in Ukraine homelessness prevention – one of the main directions of the country’s domestic policy. We are talking about the impact on the processes that are of paramount importance for the future development of society. When planning the preventive measures necessary to represent the social portrait of unaccompanied minors. Measures of prevention of social deviations, including homelessness, should cover the vital functions of the person in all major areas of society: economic, political and spiritual.
