Programmatic requirements to human capital theory’s evolution as a basis of global human development conceptual idea

Abstract
The article is concerned with the role definition of human capital theory in goals achievement of modern human life stage. The sample collection of internation and local legal enactments which determine the key role of a human being in advancing social progress is described. The necessity of human capital characteristics’ normalization is justified.
