Promoting Entrepreneurship for Public Management: Case Study ofthe Municipality Of Tietê

Abstract

This study aimed to verify the characterization of entrepreneurship fostered by public management through a case study of the City of Tietê, São Paulo, and the institution was considered the Municipality of that city. For this, we used qualitative research type diagnosis to survey this city within the parameters of entrepreneurship in public management, which identified the guiding principles that indicate entrepreneurship him. Furthermore, the actions identified himself entrepreneurial proposed by the municipal leadership through a focus group aimed at municipal secretaries. With this technique, we sought to determine whether the municipality had vocations in economic terms and, if so, what would they be. The analysis indicates that, while the privately managed the leader can act the way it deems most appropriate or necessary, provided it is not prohibited by law, by contrast, public administration the manager can only perform what legal regulations permit. We conclude that this fact renders the entrepreneurship in public management, as the municipal leader analyzed in this study has entrepreneurial profile, but can not act according to this profile by virtue of any legal aspect that surrounds it. Given the results of this research, it is understood that it enables the introduction of public policies for this segment through further studies, including the continuation of this work in the doctoral program by the author of this work.
