Protection of Human Rights in the Charter of Fundamental Rights

Abstract
The debate on EU reform must address the ability of the EU to meet the expectations of its citizens in terms of social and economic progress, ensuring internal and external security and solving global issues. The fundamental rights of the European Union should emphasize the necessity to protect hu¬man rights, as this will demonstrate the importance of civil structures in the integration process. Human rights are key a to the democratic principles of the EU. The passage of the Treaty which includes the Charter of Fundamental Rights certainly chan¬ges the perspective of perceiving European integration. The Charter is meant to consolidate the fundamental rights, which have already been declared in various documents as well by the Court of Justice, and to extend them, thus enhancing the protection of individual rights in the European Community. The Charter can be considered as a compilation of existing laws on human rights. Suppor¬ters of the Charter not only emphasize the broad spectrum of rights included therein, but also appreciate the latest developments in medical science and other disciplines. In fact, the Charter does not establish any new powers or tasks for the Community. The EU does not modify any of its powers granted hitherto in the treaties either. By changing the Charter’s status, it can be directly applied in the courts of the EU as well as in national courts, which significantly increases the level of protection of fundamental rights.
