Providing a Technological Cognition Perspective in the Sense of Innovation and Innovation Policy

Abstract

The first step to explore any science area is to develop a basic understanding and deep cognition. The artificial constructs should start with the recognition that there are phenomena to be observed and studied through testable hypotheses. The innovation and innovation policy concepts are not an exception., Despite previous studies about innovation and innovation policies, this paper presents a novel perspective that one of the reasons for the current state is a lack of a sufficiently wide ambit in our understanding of the various phenomena that go to make up innovation and not simply immaturity. We first propose another definition of the concept of innovation and creativity and their separation from each other; then we present the concept of "situated cognition" with the basic elements associated with it. According to this concept and value systems we define the innovation and express the effect of situation and changing of the manufacturers and creativity and innovation adopters based on value systems and organizations and innovation adopters. After expressing the definition of a constructive memory and effects of its interaction on the change of value systems and creating the Emergence values, we present the concept of innovation and innovation policy. Nowadays, closed approach to innovation is lost, and organizations have to provide themselves with an open innovation paradigm to achieve competitive advantage, they are required to move from the closed approach to open innovation. Considering the importance and necessity of concluding discussion in the decentralization approach in order to promote the creativity of organizations, its role and its relationship with the structures and processes of the organization has been discussed. Finally, we introduce the FBS ontology to describe the innovation, we offer a Workbench to Test Innovation Policies
