Providing Equal Educational Opportunities: Scandinavian Experience and Ukrainian Prospects

Journal Title: The Advanced Science Journal - Year 2010, Vol 2010, Issue 1

Abstract

Education plays an important role in modern societies, both as an avenue of social mobility and as a tool for social reproduction. On the one hand, formal schooling can help children from disadvantaged backgrounds to change their fate; on the other hand, the schooling that individuals have received also depends on the advantages/disadvantages that their parents confer on them throughout childhood. In other words, access to educational opportunities is unequally distributed among different social strata. The increasing importance of education, together with a long term growth in enrollment in the school system in the process of economic development, has led some scholars to claim that individuals’ educational achievement became more and more independent of their family backgrounds. However, linear regression analyses of educational attainment reveal that the effect of family backgrounds have been stable over time in many industrialized countries. This is because the expansion of education and the distribution of educational opportunities are two separate processes: the former may not necessarily lead to a more equal access to education among different social strata.
