Public-administrative formalities: the evolution of approaches

Abstract
The article is devoted to researching phases of changes understanding and application of public-legal phenomenon “formality”. It was proposed a periodization of approach’s changes to the location of formalities in the mechanism of legal regulation of public administrative activity. It was created the foundation for understanding and applying the term “formality” in Ukraine’s administrative law.
