Public Control Over the Execution of Local Budgets

Abstract
It’s been established that an important prerequisite for public budgetary control over the use of local budgets is free access of the administrative and control authorities to information on the implementation of the local budget. It’s been defined that there are a number of regulations that provide society with the right to control this spere, including: the Constitution of Ukraine, the Law of Ukraine “On Information”, the Law of Ukraine “On Citizens' Appeal”, Resolution of the Cabinet of Ministers of Ukraine “On the Procedure of Internet Publication of the of Information on the Executive Power Activities”, Resolution of the Cabinet of Ministers of Ukraine “On Ensuring Public Participation in the Formulation and Implementation of Government Policy”. The concept of public financial control has been improved as following: it’s a complex straightforward financial and legal activity of the public represantitives which aims to provide with the objective estimation of economic efficiency of financial and legal transactions, discovering disgression from the formal regulations and standards and taking measures for their elimination. It’s been proved that public financial control is necessary for the implementation of Ukraine citizens of their constitutional rights and freedoms in the implementation of public control over the activities of state authorities, local government, enterprises, institutions and organizations, their officials and business entities irrespective of organizational-legal forms of ownership. In the process of public financial control entities may be involved in determining the basic criteria of living, the living wage and minimum wages, pensions, social benefits, pricing policies, development of social programs aimed at creating conditions for a dignified life and the free development of people, their social protection. It’s been discovered that there’re problems of implementation of the full public control over local budgets in Ukraine, which leads to crime increase in the area of economic and service activities by local government officials. for this purpose Recommendations on developing measures to those problems elimination have been presented.
