PUBLIC DEBT MANAGEMENT UNDER PRIORITIES OF THE DEBT POLICY OF UKRAINE

Abstract
This paper examines existing methods of public debt management and features of their application. The current level and dynamics of public debt in Ukraine are examined. Interconditionality of public revenues, expenditures, deficit and public debt in Ukraine are analyzed. The role of public debt in financing of state budget deficit in Ukraine is defined. Paper examines the breakdown of existing public debt in Ukraine in terms of creditors, currencies and tenures. Current needs for public debt servicing in Ukraine are studied. Current problems of high levels of public debt and the efficiency of public debt management in Ukraine are analyzed. Alternative thresholds for level of public indebtedness are scrutinized. Paper defines key methods of public debt managements. Author defines key priorities of debt policy of Ukraine. The kit of instruments for public debt management and optimization of public indebtedness in Ukraine are developed.
