PUBLIC DIPLOMACY OF UKRAINE IN THE GREECE REPUBLIC: ESTABLISHMENT AND HISTORICAL DEVELOPMENT IN 1991-2011s

Abstract
The purpose of this article is to examine the process of establishment and development of Ukrainian public diplomacy in Greece in 1991-2011s. The author traces the evolution of the forms of representation of Ukraine and Ukrainians, examines the legal and regulatory framework that underlies the state policy of representing Ukraine abroad; defines problems that impede the effective establishment of Ukrainian public diplomacy in the territory of the Hellenic Republic. The role of the Ukrainian Diaspora in promoting a positive image of Ukraine, representation of its culture and implementation of cultural projects is emphasized. Among the general problems of developing public diplomacy there are economic opportunities and the presence of stereotypes of the perception of Ukraine as part of the former Union or Russian Empire. Underestimation of the role of soft power, the habit of financing the cultural projects on the final principle, as well as the lack of quality human resources that can effectively shape the image of Ukraine in the foreign arena, have negatively influenced further historical prospects of our country. Consequences of this we observe today, when in a situation of information war the country needs the maximum mobilization of all available resources and foreign policy support.
