Public health at constitutional dimension: article 49 Constitution of Ukraine analyses

Abstract
This paper examines the provision of article 49 Constitution of Ukraine, which guarantees human right at healthcare and defines the basis of the national healthcare system. The analyses of the most controversial provision of article 49 Constitution of Ukraine had been made. For instance: regarding free of charge medical care; availability and accessibility of medical care; guaranteed volume of medical care; inability to reduce the existing network of state and communal healthcare institutions. Latest legislative initiatives regarding healthcare sector are considered.
