PUBLIC MANAGEMENT IN THE CONTEXT OF ENSURING INFORMATION SAFETY OF MINORS

Abstract
The article is devoted to the legal nature of public administration in the field of information safety of minors. The author explores the semantics of the key concept and notes that in modern legal science of Ukraine it is possible to distinguish such approaches to interpretation: systemic, activity-based, communicative, object-scientific. The researcher identifies such key features of public administration as: methodological soundness, determination by the evolution of social relations and the legal system in the context of globalization; progressiveness for society and the state; polyfunctionality; integration of elements; the breadth of legal reality; regulation of the activities of the subjects along with the scope for their initiative, The author notes that in modern conditions of Ukraine attention is shifted towards the state information security with a priority of technocratic views. The article presents the author’s approach to the structural-functional model of ensuring information safety of a minor. The author considers the main functions of public administration: methodological, analytical and forecasting, expert-evaluative, advisory, communicative, axiological, motivational, cultural, legal educational, suggestive, preventive, controlling and consolidating.
