PUBLIC POLITICAL CULTURE: FUNCTIONAL ROLE IN UKRAINE

Abstract

The article discusses the defining role of the civil political culture as a valuable potential of the Institute for dem-ocratic citizenship in contemporary Ukraine at the stage of formation of the ethnic nation into a political nation. The relevance of the research topic is determined by the search mechanisms of addressing causes of slow socio-political changes in the Ukrainian society since the reformatting of power and the proclamation of the reform in 2014. It is ar-gued that exaggerated social expectations for effective changes in the society faced many obstacles and resistance to the newly-elected authorities change the corrupt system And this is why main by the customer and the entity expected to change for the better is determined by the quality constructive part of civil society, that is, the Institute for demo-cratic citizenship. It explained that in the sphere of political relations, political culture is common in nature and is an integral part of the totality of the relations developing between participants in the political process. Therefore, the core of the political culture are some of the most sustainable elements of the subject-object relations in the political process, and directly appear in the views, beliefs, attitudes inherent in the subjects of political process, as well as in their behavior. Therefore, this study determined the functional role of the civil political culture as a valuable poten-tial, which acts as a mechanism for the success of effective reforms in modern Ukraine Discusses the patriotism and political activity of citizens as a characteristic of the inner nature of the civil political culture. Indicates an example of such patriotism: national volunteer formations in Ukraine in 2014, which came to the defense of national territory against the well-armed Russian aggressors in the East of the country. Is an argument to be made against strong ag-gressor could only citizens with a high level of patriotism, statist patriotism – citizenship. Have that statist patriotism, that is, citizenship becomes a civil-political culture, civic-mindedness also promotes the release of civil society and institutional design for democratic citizenship. Defines the features of formation of civil political culture in the face of contemporary challenges. In particular, it States on the main factors that can influence the patriotism and national activity as value the capacity of civil political culture: the formation and propagation of ideologies of national devel-opment, increasing the responsibility of the state to the community, the formation of open government, developing a sense of personal social importance and responsibility among citizens; the elimination of the national idea with a dogmatic status, filling it with new, so that answers today's social needs, contents; practical support for the state of development of the dominance of Patriotic values in society. It is argued that the success of the impact of these fac-tors on the formation of civil political culture to the logical inevitability of the development of civilization.
