Public power and civil society: theoretical reflections

Abstract
The article considers modern problems of activity of public power of Ukraine on the way which was passed during the years of independence. Attention is drawn to the performance of public power tasks that set by the society. Analyses the work of the bodies of power and the officials to implement the Constitutional require- ments, the recognition of a human being as the “highest social value” and pub- lic power responsibility grounds before them for their activities. Expressed a po- sition in relation to the shortcomings of the personnel policy in the appointment process in the public service in the central and local public administration author- ities. There are arguments about the appropriateness of the experience of person- nel work in developed countries.
