PUBLIC RELATIONS PUBLIC ADMINISTRATION AS AN IMPORTANT ELEMENT OF CIVIL SOCIETY DEVELOPMENT

Abstract

The article is devoted to peculiarities of the public relations institute in practice activity of the government agen-cy, their structural characteristics and the usage of modern public relations experience. This article focuses on the fact that a developed system of public relations is crucial important for the development of civil society and the formation of a developed rule of law. It is noted that the activities of the government agency public relations department is mostly the monitoring of the reacting them post factum. It is desirable to prevent possible negative consequences, development and implementa-tion of long-term information programs that are designed for the future and for creation of sustainable positive image of the government agency. The priority for the government agency is providing permanent support for mutual communication that requires the knowledge and skills from government agency and their leaders in order to change strategy, if the public rejects the existing policy of the organization or does not recognize its legitimacy. For democracies is characteristic that the government should fulfill the obligation to inform the public regarding their own activities. On the same level is the need to apply mechanisms to attract the public to the creation of strategies and development programs which address-es the critical and controversial issues, evaluation of the quality of the government agency and others. The development of civil society in Ukraine creates conditions for active public participation in administrative processes or even involvement in decision-making. Public relations have become a mandatory element of the func-tioning of all levels. At this stage, the condition of implementation of the new paradigm of governance agencies to the authorities to ensure openness and transparency of government agencies. The public should have access to infor-mation that is necessary for participate in public life, election, decision-making and discussion of the politics power, which should be clear and understandable to them.
