RANGE OF PROBLEMS AND FURTHER PROSPECTS OF STRUGGLE AGAINST CORRUPTION IN CHINA

Abstract
China differs from other countries with its approach to struggle against corruption with use of coersive methods; this approach is successful and we often hear of it from the mass-media and Internet. Ukraine annually takes lower places than China according to the index of corruption perception, therefore, it is necessary to take into account their experience and try to interpret and apply it in our country. One of the research paper purposes is demonstration of the country’s practice and attempt to adapt it to our country conditions, and, of course, it is impossible without significant changes in legislation and population. The purposes of creation and the main functions of state administration in corruption preventing are described in the research paper. The Hong Kong’s anti-corruption model is its base; it grounds on "shuanggui" practice principles. This practice is vivid example of the coersive method, but legislation needs special changes for the successful use of this method. Otherwise, this method will not be able to achieve tangible results. One of the bases for implementing this practice in Ukraine is the creation of two alternative structures; they are civil society and the law-enforcement system. The focus of the research was on the high need for citizens’ increasing of trust in the law enforcement system. This is priority task, which, in turn, leads to lower rates of corruption in the country and allows improving Ukrainian economic situation. Also, the concept of "corruption-evil" should be brought into the consciousness of Ukrainian citizens; it means to change the thinking of citizens in this aspect. It will provide significant benefits in the long term perspective and will allow making struggle with corruption easier. Most of people can not say about the full security of the rights and freedoms which affect on the general idea of the corruption index, which is possible for solving only under the improvement of the legislative system. Adapting only the positive aspects of Chinese experience can greatly help to Ukraine in its struggle against corruption.
