RATOWNICTWO INŻYNIERYJNE A BEZPIECZEŃSTWO LOKALNE W ASPEKCIE ZARZĄDZANIA KRYZYSOWEGO

Abstract
Temat użycia grup dyspozycyjnych, w tym wojska, w sytuacjach kryzysowych jest powszechnie znany. Wiadomym jest, że stanowią one realne siły mogące nieść skuteczną pomoc ogółowi ludności. Jednak zasady funkcjonowania wojska, szczególnie podczas zagrożeń niemilitarnych, nie są już tak oczywiste. Dotyczy to również pododdziałów stanowiących elementy ratownictwa inżynieryjnego. Obecna organizacja i możliwości tego komponentu powodują, że pomimo ogromnego zaangażowania, w wielu sytuacjach nie jest on w stanie sprostać oczekiwaniom i zapewnić społeczeństwu bezpieczeństwa na szczeblu lokalnym.
