REFORM OF PROPERTY RELATIONS AND DEMOCRACY AS A FACTOR OF AN AGRARIAN SPHERE DEVELOPMENT OF THE UKRAINIAN ECONOMY

Abstract

The article presents the results of the study of the reasons for the unsatisfactory level of development of the Ukrainian economy, the reduction of the level of economic capacity of Ukraine and, in general, the unsatisfactory level of standards of living in the country in the presence of an extremely powerful potential for their increase through the prism of the necessity for real reforms in the relations of ownership and real power, which will lead to the country economic development and increase the material well-being and quality of life of the population. The provided studies give grounds for concluding that building an effective Ukrainian economy should begin with solving the problem of positive political changes in the following areas: the actual transfer of real power in the state to the people of Ukraine in accordance with Art. 5 of the Constitution; the completion of the creation of territorial communities with the status of a legal entity; change of the law on elections to the Verkhovna Rada with the connection to the territorial communities; creating equal opportunities for the development of large, small and medium-sized businesses.To do this: eliminate an extremely large number of state policy vectors and adopt a national state-building ideology common for all layers of society as the basis for unifying the country's community and consolidating its interests, which should be enunciated in the Constitution, which would contribute to the national state-building with the free development of a person the principles "State for a person", and not "person - for the state"; to develop a mechanism that would enable every citizen of Ukraine to have and accumulate a corresponding share of the profit from each hectare of leased land in the course of his life; each m3 of gas and oil produced; every ton of coal and other minerals; legally stipulate the granting of the status of legal entities to the united territorial communities with all relevant powers; it is necessary to change the conditions for the nomination of candidates to the Verkhovna Rada, connecting them to the territorial communities, and not to the party lists; create equal conditions for the functioning of all participants of economic activity taking into account the specifics and specialization of large, medium and small producers in order to revive the real middle class of the population in the country;Government efforts should be aimed at maximizing the investment of borrowed funds abroad in the development of the national economy, now especially – in its agricultural sector, whose production is relatively lesscapital intensive, which provides for a relatively quick return on investment in this field.In addition, permanent monitoring of the structure of the produced and exported products is required in order to facilitate the creation of conditions for avoiding the option of transforming the agrarian economy of Ukraine into a raw material appendage to the European food market and European waste landfill.
