Regarding the legal framework and mechanisms of the departure from soviet Ukraine of foreign refugees and prisoners of war in the early 1920s

Abstract
The article is devoted to investigation the formation of legal framework and mechanisms departure from Soviet Ukraine of foreign refugees and prisoners of war in the early 1920s. This category of the population is most vulnerable and suffering from hunger, disease, war events, unemployment and so on. The way to home was stretched in the years since the Soviet government not to send people to hurry homeland. The theme is less explored. Only in the last 6 years made the first steps towards research themes re-evacuation of refugees and prisoners of war. The purpose of this article is the analysis of legal grounds for re-evacuation «temporary population» in Ukraine 1922–1923, consideration of the situation of sending foreigners home that prevailed at that time in the field (for example, the Donetsk province). By the end of 1922 as a whole had been prescribed mechanism departure from the USSR foreign nationals. The process differed strongly and disorganization hampered. Soviet authorities tried to help not only refugees, many more free help to stop, shift the economic burden on the refugees themselves. Within two or three years, many of those who wanted to emigrate, took advantage of this opportunity. However, many left for various reasons and the Soviet government continued to use foreigners as a trump card in relations with foreign.
