REGIONAL ANTI-CRISIS MANAGEMENT

Abstract

The urgency of crisis management in the region is determined by the objective nature of systemic changes in regional development, which are always combined with a significant number of crisis situations, and therefore, require appropriate, timely, and well-considered management decisions as a starting point for getting out of trouble, creating appropriate management structures and training crisis management specialists who will be able to find a way out of the crisis with the least losses. Changes in Ukrainian society not only exacerbate existing crisis phenomena but also generate new ones. So the recent events in the political and economic spheres could not but affect the development of regions, which was accompanied by certain contradictions and conflicts that could lead to a crisis situation. Therefore, the effectiveness of the functioning of the socio-economic system of the region depends on the introduction of “crisis management” in the bodies of regional management of different levels of elements of crisis management, called abroad “crisis management”. Ukraine is a state that integrates with the contemporary world political and economic space. The purpose of the paper is to substantiate the need to change the theoretical and practical approaches to the organization of crisis management in the development of the region. The article gives an analysis of theoretical approaches to the definition of a crisis as a complex polyfunctional system. The essential determinants of crisis management in the region are determined; the short-term and long-term goals of crisis management are demarcated. It was investigated that anti-crisis management in the region does not set its main goal of preserving the region in the unchanged form. The socio-economic system of the region should be developed, including taking into account market conditions. Therefore, the crisis management in the region differs from the usual, first of all, its strategic direction, as well as the program, which, in fact, makes it an anti-crisis management.
