REGIONAL PLANNING QUALITY IMPROVEMENT MODEL IN MEDAN CITY

Abstract
The purpose of this study is to analyze the factors that are thought to improve the quality of regional planning in the city of Medan. The population in this study were officials involved in the planning and budgeting process in each regional organization. Variables that are thought to influence the quality of development planning are planning capacity, assessment capacity and budget reform. Data analysis method uses PLS tools. The results showed that planning capacity and assessment capacity had a positive and significant impact on the quality of development planning. While budget reform does not have a significant effect on the quality of planning
