Abstract

Problem setting. Priorities and directions of state regional policy should meet the national interests and needs, display the problems and take into account perspectives of country’s socio-economic growth. The achievement of certain goals depends on the existence of sufficient and appropriate regulatory and legal support for the state regional policy. Recent research and publications analysis. The problematic aspects of the mechanism for implementing state regional policy were covered in the scientific works of many domestic scientists, including M. Dolishniy, V. Kuybida, Z. Varnaliy, Yu. Makogon, I. Burakovskyi, M. Yizha, A. Tkachuk, M. Nikula. Paper objective. The purpose of the article is to study the effectiveness of the legislative base on the regulation of state regional policy. Paper main body. The measures of the state regional policy are oriented to problem territory, and its classification should be carried out in the economic and economic-legal sense. This is because the economic component provides the exit of the territory from the “problematic” and supports competitiveness. Conclusions of the research. To date, Ukraine has created a regulatory and legal base for the implementation of state regional policy. However, there are a number of shortcomings: 1. At the legislative level, it is necessary to concretize and systematize the conceptual apparatus of “problem areas”. 2. It is necessary to carry out a preliminary definition and normative consolidation of the status of each region, falling within under the notion of “problematic territory”. 3. Regional development programs should exist for every region in the country, taking into account the directions of their economic activities 4. It requires fixing at the legislative level measures to find out a special regime for implementing economic activities on the “territory of the antiterrorist operation” and “the occupied territories”. 5. It is necessary to create a system for monitoring changes in order to identify the effectiveness of state regional policy. Short Abstract for an article Abstract. The article is devoted to the study of the economic and legal mechanism for ensuring the functioning of the state regional policy in Ukraine. The existing regulatory and legal framework on the availability in it necessary and sufficient conceptual apparatus, a list of economic and legal items or the effective implementation of state regional policy is analyzed. The main defects of the legislation regulating the state regional policy are defined.
